PARTICIPANTS OF THE PANEL DISCUSSION HAVE DISCUSSED WAYS TO FURTHER DEVELOPMENT OF E-GOVERNMENT AND A PORTAL OF OPEN DATA

The panel discussion "E-government: new requirements and challenges" took part on June 8, within the frameworks of the first day of VIII International IT Forum with the participation of the BRICS and the SCO countries in the CTC Ugra-Classic.

Representative of the Ministry of Economic Development of the Russian Federation Pavel Malkov said that in 2008, Russian President Vladimir Putin set the goal to enter the top-20 ranking of countries by 2015, so it is necessary to strive to achieve this figure.

In Russia, there is a culture of information disclosure, 3-4 years ago, nobody knew about the term "open data" but today a regulatory framework was formed, a large number of resources was launched, including federal portal "open data" and about 20 regional portals. Ugra was one of the first to launch open data portal. In addition, there are many educational events, meetings, competitions and ecotones held in the constituent entities of the Russian Federation," P.V. Malkov noted.

Panelists noted that getting into the rankings for Russia is not the final target, it is much more important to create a regulatory framework and new systems that will disclose information in the "open data" format. There are leaders among the top executive bodies of state power of the constituent entities of the Russian Federation, and I am pleased to note that the honorable third place is occupied by Ugra.

Another topic of discussion was the implementation of a large project on informatization. More than 1.6 trillion rubles were recently allocated in the public sector for the implementation if ICT. Planned expenditure of regions on ICT in 2016 totaled 74.7 billion Rubles (+ 2.7%), and according to the Ministry of Communications in 2016, the total IT budgets of the constituent entities of the Russian Federation amounted to 38.7 billion Rubles. (+7%).
