One of the key events took place on June 9 at the Concert and Theater Center "Ugra-Classic" within the framework of the VIII International IT Forum with the participation of BRICS and the SCO countries. Participants discussed the primary issues of further development of "smart" regions and shared with colleagues a new experience for the development of "open regions".

Aaddressing the implementation of state and municipal information systems with limited financial resources, Director in charge of Development of UsabilityLab Dmitry Satin said,

"Open Region" is, above all, quality of life, on which well-being of the population depends one of the problems of "open areas" is the lack of effective implementation of the "road maps". It is necessary to start active cooperation with local universities for the holding of thematic activities to provide expertise and the presence of tutors who will work with the youth. It is necessary to know clearly the problem areas, and to organize the work so that the creative exploratory phase involves young intellectual elite of the region. Regional authorities need to reorganize their work and actively involve human potential ", the speaker said.

Head of Strategic Projects Sector of the Department for work with public and educational organizations of Microsoft Rus Alexander Danilin noted that much has been done in Russia in terms of development of legislation and regulations, "34 regional portal of open data, the relevant sections on the official websites in 29 regions were created in Russia ."

Chairperson of the Public Chamber of Ugra Irina Maximova told about the formation of the openness and ease of life in the regions. She noted that the Public Chamber is an interactive platform that allows citizens and authorities to communicate effectively,

"The Public Chamber is open to discuss a very wide range of issues that are somehow related to every citizen residing in the territory of Ugra. Openness of the Public Chamber is provided by the eight specialized committees, three working groups, and four regional committees: Nyagan, Khanty-Mansiysk, Surgut and Nizhnevartovsk. They are designed for to involve citizens and at the same time to allow discussion of issues of concern in different municipalities. "

Director of the Institute for Organizational Development and Strategic Initiatives of Russian Presidential Academy of National Economy and Public Administration Vyacheslav Shoptenko (Moscow), shared with the participants of the panel discussion the university experience in the formation of competencies for the "smart" regions. The Institute carries out activities aimed at their further development. One of them is the world championship on strategy and business management "Global management challenge"; it is the world's largest online interactive educational program in the competition format. It is based on an integrated computer business simulator — a training model of a commercial activity of the medium-sized businesses company in the production sector under conditions of entry into international markets.

Chairman of Informatization and Communications Committee of the St. Petersburg city administration Ivan Gromov took part in the panel discussion in a format of video conference; he spoke about the development of the subsystems of the portal "Our St. Petersburg."

The panel discussion resulted in recommendations for the formation of the system of openness and interaction between government and citizens for representatives of governments, non-governmental organizations and the business community. In particular, it is recommended to develop the ecosystem "Open Region" on the basis of a comprehensive implementation of the normative and legal acts and concepts towards the formation of a system of "smart region - convenient region."
