REPORT

on holding of the XI International IT Forum with participation of the BRICS and SCO countries

Khanty-Mansiysk, June 10-11, 2019

The key topic of the Forum is “Digitalization as an impetus for the development of cooperation of the BRICS and SCO countries”.

The Forum has yet again proved its status of an international platform for holding discussions, resolution of problems, exchange of experience and elaboration of joint efforts on development of digital technologies in the BRICS and SCO countries.

“The Forum is a unique opportunity to address the international audience, authorities, business circles, society on questions relevant for digital changes in the world”, said the governor of the Khanty-Mansi Autonomous District Natalya Komarova at the plenary meeting.

ORGANIZERS

The Organizer of the Forum is the Government of the Khanty-Mansi Autonomous District.

BUSINESS PROGRAM

49 business events, including those in a format of panel discussions, strategic and expert sessions, round tables, “business coffee breaks”, were held on platforms of the Forum.

The central event of the Forum was the plenary session “Digital transformation in Russia and in the world. Directions, strategies, barriers” attended by the governor of the Khanty-Mansi Autonomous District Natalya Komarova, the head of the Analytical Centre under the Government of the Russian Federation Vladislav Onishchenko, the Ambassador extraordinary and plenipotentiary of Brazil Tovar da Silva Nunes, the vice-chairman of the intergovernmental council and the chairman of the Russian committee of the UNESCO Program “Information for all” (IFAP), the president of the Interregional center of library cooperation Evgheny Kuzmin, the Deputy Head of the Mission of the Embassy of the Republic of India in the Russian Federation Binaya Shrikanta Pradkhan, the academician of the Chinese Academy of Engineering Sciences, the director and the chief engineer of Control center of computer network and information security Fang Binxing.

The moderator was the host of Russia-24 TV channel Stanislav Viktorovich Natanzon.

Special attention during the plenary meeting was paid to the national project of the Russian Federation “Digital economy” and to its analogs in the BRICS and SCO countries: “Digital India” within the strategy “Make in India”, “Digital China” as a part of the strategy “Made in China 2025”, “The Brazilian Digital Strategy”, and “South Africa Connect”.

For the third year in a row, questions of international information security has been in the focus of attention of the Forum participants. Together with the National forum of information security “Infoforum”, the State Duma Committee of the Federal Assembly of the Russian Federation on safety and anti-corruption, and the Office of the Security Council of the Russian Federation, the International conference on information security “Infoforum-Ugra” was organized, which brought together experts from 20 countries including Armenia, Belarus, Brazil, Vietnam, India, Kazakhstan, China, Kyrgyzstan, Malaysia, Tajikistan, the Republic of South Africa.

For the second time at the Forum, a large-scale event under the auspices of UNESCO was held, that is the International conference “Information and communication in the digital era: explicit and implicit effects”.

The international conference was the sixth event on humanitarian issues of the informational society organized by the Government of the Khanty-Mansi Autonomous District together with the Russian committee of the UNESCO Program “Information for all”.

The conference had a cross-disciplinary character, about 80 experts from 35 countries of the world took part in it. Those were scientists introducing all continents and different disciplines, such as information technologies, sociology, political science, philosophy, futurology, economy, history, as well as diplomats, politicians, representatives of governing bodies and journalists.

Two international conferences, the International conference on education technologies #EdCrunch Ugra, one of the largest conferences in the field of innovation educational technologies, and the International conference of notaries, attended by experts from Russia, Austria, Kazakhstan, Azerbaijan and Republic of Belarus, were new on the agenda of this year.

Moreover, a number of international events were held with support and participation of representatives of the Chamber of Commerce and Industry of the Russian Federation.

During the two days of the Forum, more than 270 moderators and speakers, being Russian and foreign experts, spoke for participants. They shared their knowledge, experience and best practices of digitalization in health care, culture, education, oil fields, implementations of “smart cities”, training in digital economy etc.

The fourth competition in information security “UGRA CTF - 2019” was held as part of the Forum, in which 9 teams from Khanty-Mansiysk, Surgut, Nefteyugansk, Uraj, Yugorsk, and a team from Moscow took part.

The team of eleventh-graders of BEI Ugra Physics and Mathematics Lyceum-Boarding School “Yummy Tacos” became the winner of the competitions and will take part in the Cup of Russia on information security on November 29-30, 2019 at Skolkovo.

For the second time, the International tournament on computer games “UGRA OPEN” has been held.

The organizers of the event were the Government of the Khanty-Mansi Autonomous District and FSBEI HPU Ugra State University.

28 teams with 140 players from 10 countries of the world (Russia, Equatorial Guinea, Mali, Cameroon, Kyrgyzstan, Ukraine, Morocco, Côte d'Ivoire, Yemen, Turkmenistan) participated in the tournament.

The competitions took place on two game disciplines which are the most popular with the youth: Dota 2 and the World of Tanks.

The prize fund of the competition was 750 thousand rubles. The winners in each discipline received 200 thousand rubles.

PARTICIPANTS

In 2019, more than 4 thousand people from 52 countries of the world and 61 Russian regions took part in the work of the Forum. Over the last four years, the number of participants has doubled, and the tendency persists.

This year, the BRICS and the SCO were represented by Brazil, India, Kazakhstan, Kyrgyzstan, China, Uzbekistan, and the Republic of South Africa.

The diplomatic corps was introduced by Brazil, India, Ghana, Cameroon, Sierra Leone, Benin, Republic of South Africa, and Uzbekistan.

The most numerous delegations arrived from Brazil, India, China, Republic of South Africa, Kazakhstan.

The following Russian regions were represented: Amur, Belgorod, Bryansk, Vladimir, Volgograd, Vologda, Voronezh, Ivanovo, Kaluga, Kemerovo, Kurgan, Leningrad, Lipetsk, Moscow, Nizhny Novgorod, Novgorod, Novosibirsk, Omsk, Orenburg, Oryol, Rostov, Ryazan, Samara, Saratov, Sakhalin, Sverdlovsk, Smolensk, Tambov, Tomsk, Tula, Tyumen, Ulyanovsk, Chelyabinsk, Yaroslavl, Altai Krai, Kamchatka Krai, Krasnodar Krai, Krasnoyarsk Krai, Perm Krai, Primorsky Krai, Stavropol Krai, Khabarovsk Krai, Kabardino-Balkar Republic, Altai Republic, Republic of Adygea, Republic of Bashkortostan, Republic of Buryatia, Republic of Dagestan, Komi Republic, Republic of Crimea, Republic of Mordovia, Republic of Sakha (Yakutia), Republic of Tatarstan, Republic of Khakassia, Republic of North Ossetia-Alania, Udmurt Republic, Chuvash Republic, Yamalo-Nenets Autonomous Area, as well as federal cities Moscow, St. Petersburg, and Sevastopol.

The geography of participants has demonstrated that the Forum proved necessary for the discussion of topical issues of the informational society.

EXHIBITION

90 exhibitors, including 7 companies from India, participated in the fourteenth exhibition Digital Technologies for All.

The exhibition included demonstration of modern technology solutions and innovations in the field of “smart cities”, artificial intelligence, information security, digital state services, etc. Traditionally, achievements in the field of digitalization of culture, education, health care, etc. were introduced on thematic platforms.

For the first time the exhibition presentation of technologies and innovative solutions in education #EDCRUNCH UGRA was held.

For children and youth, the zone “Digitalization for children” was set up, where presentations of scientific projects of Ugra students, master classes in creation of animated films, online chess tournaments, interactive quizes, quests, and many other things were organized.

For the youngest visitors, the master class “Robotics for preschoolers” was organized, in which young programmers could learn how to program elements. For senior citizens, city competitions in Internet surfing, consultation on mobile apps installation, and information security were held.

An ethnographic settlement with regional cuisine and “the City of Masters” was set up at the exhibition. The zone “World of Future Professions” was home for thematic games and career guidance tests.

In total, the exhibition was attended by more than 3 thousand people, including about 600 children.

AGREEMENTS

22 agreements and memorandums were signed at the Forum. The largest of them are:

·                   Agreement on cooperation between the Government of the Khanty-Mansi Autonomous District and Non-Profit Organization on Promotion of Domestic Radio Relay Communication System “Association of domestic manufacturers and consumers of radio relay communication systems”. The purpose of the signed agreement is to develop the digital and telecommunication infrastructure, including telemedicine and educational digital services, as well as to implement a complex of “smart city” events on the basis of integration of information and communication technologies and the Internet of Things.

·                   Agreement on cooperation in the field of organization of information security in state information systems of the autonomous area and systems of interdepartmental electronic communication between the Government of the Khanty-Mansi Autonomous District and CJSC Perspektivny monitoring.

·                   Agreement on cooperation in the field of information security between the Government of the Khanty-Mansi Autonomous District and PJSC Rostelecom.

Association “The National Forum of Information Security Infoforum” signed international memorandums of cooperation in the field of information security, one of them with the republican state enterprise of the state and technical service of the Committee of national security of the Republic of Kazakhstan, and the second one with the Chinese alliance of security of cloud and innovation technologies.

A number of agreements on implementation of new educational technologies in Ugra were signed by district profile bodies and LLC CodeWards Innovations, LLC UchiRu, LLC Yandex, LLC ROBBOKLUB, LLC Mobilnoye Elektronnoye Obrazovaniye.

Agreements on cooperation in the field of digital technologies have been signed between the Khanty-Mansi Autonomous District and the Smolensk, Tula and Kaluga regions.

CULTURAL AND SPORTS PROGRAM

The cultural program of the Forum was rich and diverse. It was free of charge for the Forum participants upon presentation of a participant badge.

Within the “Museum Ring” excursion, all museums and tourist objects of Khanty-Mansiysk could be accessed by the Forum participants. Following the tradition, a Night in Museum was organized in the evening in the Museum of Nature and Man.

In honor of opening of the Forum, a concert with participation of Ugra performers (chamber brass band “Siberia Brass”, Soloists of Ugra ensemble, ensemble of the Russian song “Mlada”, theater of the modern dance “Smola” etc. was held in the big hall of Ugra Classic CCC.

The popular sightseeing tour “Khanty-Mansiysk at night” with an opportunity to get acquainted with city history was also offered to the guests of the Forum.

The legendary Chorus of Turetsky performed at the end of the Forum. The singers rocked a two-hour “national karaoke” on the central square of Khanty-Mansiysk.

For those participants of the Forum who are into healthy lifestyle and good mood, morning exercises led by the famous Russian biathlete, five-time world champion, the honored master of sports Dmitry Yaroshenko were organized in the territory of the Olimpiyskaya hotel.
